MINNEAPOLIS — Rep. Dean Phillips, who serves Minnesota’s 3rd Congressional District, announced on Friday that he will not seek reelection to Congress.

He would be running for the position of president., challenging President Joe Biden for the Democratic nomination. He launched his campaign in New Hampshire, citing a need for a new generation of Democrats to lead.
“I embarked on my path towards public service the day after the 2016 election, when I realized that democracy thrives on active participation rather than passive observation,” Phillips stated on Friday. “Over the course of seven years, I have been presented with numerous significant opportunities to engage in a form of positive politics that restores connections and betters the lives of individuals. I have taken on those challenges, and now, after serving three terms, it is time to pass on the responsibility.”
“I am grateful for the opportunity to serve alongside my fellow members of Congress. It has been a privilege to work with you, especially during challenging times in our country’s past,” stated Phillips. “I would like to extend my heartfelt thanks to my incredible community, which is the most involved and active in the entire nation. Your support has made this job the most fulfilling and enjoyable experience of my life. I strongly believe that effective representation starts with listening, and your diverse and respectful voices truly embody the values of America.”
Biden’s visit to Minnesota is a display of political strength in response to competition from primary contender Dean Phillips.
There were initial indications that Phillips would enter the race, but his departure from his position as co-chair of the Democratic Policy and Communications Caucus in October accelerated the process. He stated that his views on the 2024 election did not align with those of the majority of his caucus.
He has publicly expressed disapproval for the older members of Congress and advocated for term limits following Senate Minority Leader Mitch McConnell’s actions.

I was born in St. Paul, Minnesota and currently live in Wayzata. I have two grown daughters from a previous marriage and have been married to my current wife, Annalise, since 2019.
Prior to entering politics, Phillips inherited the Phillips Distilling Company from his stepfather, which includes prominent vodka and schnapps labels. He previously served as the company’s president and also oversaw Talenti, a gelato manufacturer.
During his initial bid for the House in 2018, he utilized a gelato truck as a prominent feature. This resulted in the defeat of long-standing Republican representative Erik Paulsen, marking the first time in over 60 years that a Republican did not win the district.
